Fletcher studied at South Kensington School of Art where he won the Silver Medal and the Queen's prize. Visiting France he met Stanhope Forbes and Bastien-Lapage, on his return to Britain he settled in Newlyn for a short time. Although he successfully exhibited at the RA he was essentially a roaming artist before settling in Abingdon in 1915.
